Here is the Sea Serpent’s coil ESO leads locations guide, for the Mythic item that is obtainable for players who own the High Isle expansion
To obtain the Sea Serpent’s coil, you will need to find five leads as described below.
When you have found them all, the Mythic item will automatically construct itself in the highest quality. 
The Sea Serpent’s coil is specifically designed to buff one-bar builds, giving lots of minor and major buffs to the wearer but also preventing them from swapping bars.

Like all Mythic items in ESO, they can only be acquired after the player completes a series of Leads. There are five Master-level Leads for every Mythic item, each acquired in unique ways, which can be used in the Scrying and Antiquities system.
In order to start the process of obtaining the Sea Serpent’s coil, you will need to have access to the High Isle and Greymore DLC, either by owning it or by having an active ESO Plus subscription.

You also need to have the Excavation and Scrying skill lines at least rank 7 in order to scry and dig for master-level leads.
Once you have the mythic item, you can cancel ESO plus if you want, it will still be in your inventory.
In order to get any mythical item you have to unlock Scrying and Excavation, you do that by leveling Antiquities Guide.

When Excavated, these Fragments are automatically added to the player’s Collections.

Why use Sea Serpent’s Coil?

With update 35 the Sea Serpent’s Coil might just be the best mythic in slot, for PvP as it will take 40% damage of the first hit when you are at full health, and send you into a rage, adding 10% damage from major berserk and another 435 weapons and Spell power on top of that, with the buff Major Courage.
Sea-Serpent’s Coil is a Mythic ring item that is obtainable for players who own the High Isle expansion. 
To obtain Sea-Serpent’s Coil, you will need to find five leads. When you have found them all, the item will automatically construct itself in the highest quality. 

So to make it clear the Sea-Serpent’s Coil gives you a 40% damage reduction when you are at full health, and when you take damage you instead get extra damage output at the cost of a movement speed reduction. Note that the damage output increase comes via the Major Courage and Major Berserk buffs, so if you already have those buffs from another source then it’s probably not worth wearing this Mythic Item.

In-game description.

(1 item) While at full Health, you gain 40% damage reduction. After taking damage while at full Health in combat, you gain Serpent’s Rebuke for 10 seconds, snaring yourself by 40% and gaining Major Berserk and Major Courage, increasing your damage done by 10% and Weapon and Spell Damage by 430. The damage resistance does not apply while Serpent’s Rebuke is active.

Yes, Sea Serpent’s Coil does have a downside, you will snare yourself, but the upsides when doing PvP in Update 35 are worth it. No more worrying about Nightblade gankers, and you could use speed potions to make up for the 40% snare.
