For the winter Stash 2023 in The Division 2, you need the Liberty’s Call Safehouse Location. The safehouse is located in the Southwest Zone, all the way to your right on the map (as shown below). But the fastest way to get to the stash is fast travel to the Space Adm HQ as shown below.
